به گزارش پایگاه خبری تریبون ملی،در ۶ ماه گذشته اقتصاد ایران در ارتباط تنگاتنگ با تحولات سیاسی و ژئوپولتیکی شرایط جدیدی را تجربه کرده است؛ از حذف نرخ ارز ترجیحی کالاهای اساسی و اجرای برنامه حمایتی کالابرگ از خانوارها گرفته تا اغتشاشات دی ماه و پس از آن آغاز جنگ تحمیلی سوم در اسفندماه که به هدف قرار دادن کارخانجات و واحدهای تولیدی و صنعتی انجامید و در نهایت محاصره دریایی و اقتصادی ایران از سوی آمریکا که همچنان ادامه دارد.
این تحولات نه فقط دامنه تحولات سیاسی را در تاریخ معاصر ایران گسترش داده، بلکه برآیند آن بر شاخص های اقتصادی نیز اثرگذار بوده است که ردپای روشن آن در تحولات نرخ تورم در ماههای اخیر برای عامه مردم ملموس شده است.
طبق آخرین بررسی های مرکز آمار ایران، نرخ تورم نقطه به نقطه در پایان فروردین ماه امسال ۷۳.۵ درصد بوده است در حالی که نرخ تورم سالانه برای خانوارهای کشور به عدد ۵۳.۷ درصد رسیده است.
در همین زمینه حسین درودیان کارشناس اقتصادی در گفتوگو با خبرنگار اقتصادی ایرنا به بررسی ریشه های تورم در کشور پرداخت و اظهار داشت: تورمهای بالای ۴۰ درصد در ایران بیش از آنکه پدیدههای اقتصادی باشند، سیاسی هستند و ریشه آن به تحولات سیاسی بویژه در عرصه بین الملل باز می گردد.
وی با بیان اینکه اثر تحولات سیاسی در فضای اقتصادی کشور در نوسان نرخ ارز و یا اختلال در صادرات و واردات دیده می شود، افزود: تورمی که امروز مشاهده می کنیم، که مشاهده میکنیم، نتیجه افزایش شدید قیمت ارز در دو سه ماه اخیر و چشمانداز منفی است که نسبت به آینده وجود دارد.
وی با یادآوری اینکه پیشبینی کاهش درآمدهای ارزی در آینده به دلیل آسیب دیدن صنایع ارزآوری چون فولاد و پتروشیمی ها هم در رشد نرخ ارز مؤثر است، اظهار داشت: در حوزه تجارت هم با کمبود کالا مواجهیم که به کاهش عرضه کالا و رشد تورم در آینده دامن میزند.
درودیان اظهار داشت: اختلال در زنجیره تولید و تامین بازار سبب کاهش واردات و کمبود کالا و زنجیره تأمین آن میشود ولی در عین حال باید گفت که هنوز اثرات اصلی جنگ بر مولفه هایی چون قیمت ارز نمایان نشده است.
راهکار کنترل تورم چیست؟
کارشناس اقتصادی درباره راهکارهای توقف رشد نرخ تورم اظهار داشت: در گام نخست می بایست چشمانداز امیدبخش از آینده اقتصاد به مردم ارایه شود تا انتظارات تورمی فروکش کند و در درجه بعدی باید بتوان موفقیت نظامی حاصل شده در جنگ تحمیلی سوم را به دستاوردهای اقتصادی و توافق سودمند سیاسی تبدیل کرد.
درودیان در پاسخ به اینکه اجرای سیاست های انقباضی پولی تا چه میزان می تواند به مهار تورم کمک کند، اظهار داشت: از آنجا که پس از جنگ، بحث بازسازی به یکی از مسائل اساسی در حوزه اقتصاد تبدیل می شود، سیاست های محدودکننده پولی و بودجه ای اثر بالایی بر مهار تورم نخواهد داشت.
وی با بیان اینکه در چنین شرایطی بروز کسری بودجه و یا حتی رشد پایه پولی برای تامین منابع بازسازی دور از انتظار نیست، خاطرنشان کرد: بهبود فضای سیاسی و چشم انداز مثبت از آینده اقتصادی می تواند به کنترل آثار تورمی در این شرایط کمک کند.
درودیان به اقدامات اخیر بانک مرکزی برای کنترل رشد نقدینگی از طریق کاهش اضافهبرداشت بانکها از منابع بانک مرکزی اشاره کرد و افزود: این شیوه به کاهش رشد پایه پولی کمک می کند و چون پایه پولی از عوامل موثر بر رشد نقدینگی است، در میان مدت و بلندمدت بر کنترل رشد نقدینگی برای جلوگیری از رشد تورم اثرگذار است.
وی با تاکید بر اینکه اصلیترین عامل رشد تورم در کوتاهمدت، چشمانداز سیاسی کشور در زمینه جنگ است، بیان کرد: یکی دیگر از مهمترین عوامل مؤثر بر تورم در کوتاهمدت، نوسانات ارزی است که آن هم تابعی از چشمانداز سیاسی است و تنشهای بینالمللی خود را در قالب نرخ ارز نشان میدهد.
این کارشناس اقتصادی یادآور شد: در سال ۱۳۹۴ وضعیت منابع ارزی بغرنجی داشتیم اما نرخ ارز آرام بود چون نسبت به موفقت مذاکرات برجام امیدواری وجود داشت؛ در عین حال بعد از سال ۱۴۰۰ با وجود رشد درآمدهای نفتی اما قیمت ارز جهش کرد چون چشم انداز مبهم بود؛ بنابراین تا زمانی که انتظارات موفقیتهای سیاسی مثبت نباشد، نمیتوان نرخ ارز را به سمت ثبات نسبی هدایت کرد.
درودیان همچنین گفت: در شرایط کنونی بجز تاثیر نرخ ارز بر رشد تورم، شاهد عامل اختلال در زنجیره تولید و تأمین کالا و آن هم هستیم که خود یک عامل تورم زا محسوب می شود. البته این اختلالات در صادرات و واردات کالا، اختلال در سمت عرضه را در پی داشته و هنوز در سمت تقاضا نتوانسته آثار خود را نشان دهد.
جابهجایی نقدینگی در بازارهای مالی تورمزا نیست
درودیان درباره کوچهای متعدد نقدینگی در دو ماه اخیر بین صندوقهای درآمد ثابت، صندوقهای کالایی از جمله طلا، بازار فیزیکی خودرو و طلا اظهار داشت: گردش پول در بازارهای به خودی خود سبب تورم نمیشود؛ وقتی صحبت از تورم میشود، منظور رشد قیمتها در کالا و خدمات است ولی پولی که در بازارهای مالی گردش میکند، تأثیر بر تورم ندارد مگر اینکه اینقدر افزایش شدیدی پیدا کند که از طریق تورم بر ثروت به تورم بر کالاها و خدمات منجر شود یعنی اینقدر ارزش داراییهای مردم بر اثر خرید یونیتهای بازارهای مالی مانند صندوق طلا افزایش یابد که احساس ثروتمندی به افراد دست دهد و به پشتوانه آن تقاضای کالا و خدمات افزایش یابد و تورم ایجاد شود.
به گفته درودیان، منظور از نقدینگی تورمزا، جابهجایی نقدینگی میان خریدار و فروشنده و بالعکس است و جابهجایی نقدینگی در بازارهای مالی تورمزا نیست.
